The GPS signal is very weak at the Earth's surface. Imagine what happens when you have an interferring cell-phone tower in your neighborhood!

This module inserts minimum loss (being a passive band-pass filter) but eliminates most unwanted energy. Additional notch filters are added tuned at tower frequencies.

A DC power can be applied on the feedthrough capacitor (the + lead) and the terminal post for the ground so the DC voltage will also appear at the antenna input connector, so in the case your antenna is active it will receive power. If your receiver outputs DC power for an active antenna, then no other supply is needed. You can leave the feedthrough not connected. You can measure your receiver's voltage there on the feedthrough capacitor to check.
